What the 5 Hour Pre-Licensing Course Is

Most people know it by other names - the 5 hour class, the five hour course, the MV-278 course, or just "the DMV 5 hour class." They all mean the same requirement.

How the Live Zoom 5 Hour Class Works

You pick a date, pay $50, and get a confirmation email with your Zoom link and a short form for uploading a photo of your learner permit. That happens immediately, not the next business day.

On the day of class:

1. Join the Zoom room ten minutes early so we can check your permit against your name before the clock starts.
2. Keep your camera on. State rules require the instructor to confirm you are present and participating for the full five hours.
3. Work through the four DMV units with the instructor, with short breaks built into the session.
4. Ask questions out loud or in chat. Real answers, in real time, from someone who teaches road test routes in the five boroughs every week.
5. Stay to the end. Attendance is the only requirement - there is nothing to pass.

You are not staring at a progress bar for five hours. That is the whole difference between a live class and a self-paced online course.

Live Zoom Class vs Self-Paced Online Course

New York allows two very different things to be sold under the phrase "5 hour course online," and they are not interchangeable. Here is where they split.

If you are 16 or 17, the self-paced route is closed to you - the DMV does not permit teens seeking a junior driver license or junior motorcycle license to take the pre-licensing program online. And if you want a physical MV-278 in your hand, a live class is the only way to get one.

Who Must Take the 5 Hour Class in New York

You need the pre-licensing course if any of the following describes you:

• You hold a New York learner permit and are applying for your first driver license, at any age
• Your New York license expired or was revoked and you have to test again
• You moved to New York with a license from another country and the state requires a road test
• You are 16 or 17 and working toward a junior driver license

You are exempt if you completed the state's 48-hour driver education program through a high school or college and hold a valid MV-285 certificate. That one substitutes for the five hour class.

Junior permit holders have a second piece of paperwork on top of this course. You also need a completed MV-262, the Certification of Supervised Driving, showing 50 hours behind the wheel with a supervising driver, and you have to hold the permit for six months before the DMV will test you.

What You Need to Join the Class

Documents

• Your original plastic photo learner permit is the cleanest option and the one the instructor prefers.
• If the plastic card has not arrived yet - it usually takes about two weeks after you pass the written exam - bring your paper permit plus a New York State ID card, an expired New York license, or an expired permit.
• An interim permit with no photo is not acceptable on its own.
• Passports and green cards are not accepted by the NYS DMV as a substitute for permit identification.

What the 5 Hour Course Covers

The DMV sets the syllabus. Four units, roughly 75 minutes each, taught in sequence.

The mechanics of not crashing. Space cushion and following distance, checking blind spots and mirrors, scanning far enough ahead to have options, night driving, rain, snow and ice, what to do when the car starts to skid, and hazard perception drills built around real New York City traffic.

Feelings, Attitudes and Risk Taking

Why good drivers make bad decisions. Emotion behind the wheel, road rage and aggressive driving, passenger pressure, fatigue, and distracted driving - including how New York's handheld device law actually gets enforced.

Alcohol, Other Drugs and Driving

Blood alcohol content and what it does to reaction time, New York's DWI and Zero Tolerance laws, prescription and over-the-counter medications that impair driving, and the license consequences that follow a conviction.

There are no quizzes between units and no final exam at the end. Sitting through all five hours is the requirement.

Your MV-278 Certificate After the Class

The MV-278 Pre-Licensing Course Completion Certificate is what the class produces. We issue it once you have attended the full session.

• Delivery. Certificates are mailed to any address in the US, or you can pick yours up at our Bronx office at 237 E 194th St during business hours.
• Validity. One year from the date of issue. As long as your road test appointment is booked while the certificate is valid, you are fine even if the test date falls later.
• What it unlocks. With the certificate number and the client ID printed above your photo on your permit, you can book a road test at dmv.ny.gov or by calling 1-518-402-2100.
• Lost it? Call us. We can issue a duplicate as long as the original has not expired, so you do not pay to sit through the class twice.

One thing worth knowing before you shop around: students who take the self-paced online version of the pre-licensing program do not receive an MV-278 at all. Their completion goes to the DMV electronically and shows up on the permit record. That works, but there is no document to bring, mail or replace - and no paper trail if something goes wrong at the road test site.

From the 5 Hour Class to Your NY Road Test

The five hour course is step three of six. Here is the whole path so you can see where you stand.

1. Pass the written permit test at a DMV office and get your learner permit.
2. Wait for the plastic photo permit to arrive by mail, about two weeks.
3. Take the 5 hour pre-licensing class and collect your MV-278.
4. Practice. Junior permit holders need 50 documented hours on the MV-262. Everyone else needs enough seat time to pass, which for most first-time drivers means behind-the-wheel lessons with an instructor.
5. Book the road test. You can schedule at any road test site in the state, not just the one nearest you - wait times and route difficulty vary a lot between sites, and that choice is yours to make.
6. Show up with a legal car. Your test vehicle needs valid registration, insurance and an inspection sticker, and it has to be in safe working order. If you do not have access to one, we provide a dual-control car for the road test and meet you at the site.
